720 mm goes in; 630 mm gets cut. The listing does not explain the 90 mm between them. Designs have to be planned to the smaller figure.
Precision figures as printed
±0.01 mm is a claimed cutting precision, not a tolerance on a finished decal. The feed precision is written as a length, 3 m, with no error attached, so it describes the run over which precision is meant rather than the precision itself.
Driving the plotter
DM/PL and HP/GL are the command languages sign software sends. The listing names them and no program, which suits a buyer who already owns cutting software and leaves a first-time buyer with a question.

At the last look-up, the German, French, Italian and Spanish Amazon stores were asking 161 € to 171 €.

Does it work with a Mac?
No. The fourth bullet says it is not compatible with the Mac system and lists Windows XP, Vista, 7, 8 and 10.
